There is no law in California that restricts people from driving barefoot but it is NOT recommended. Your shoes allow for a better grip of the pedals and avoid slippage that can lead to an accident. Also, constantly driving without shoes puts pressure on your feet in a way that can be painful and affect how you use your pedals...especially if you have to put sudden pressure on the brakes. Finally, shoes can protect your feet in case of an accident and avoid you having to deal with broken glass afterwards. As a side note, it is also not recommended for passengers to put their feet up while the car is in motion. If the airbags deploy, it can cause serious injury to their feet, face, back and other parts of their body.
