Is it cheaper if I put the insurance under someone with a better driving record?

Typically it’s not cheaper because the driver with the less-than-great driving record would still be in the insurance and impact the rate.  There are very few exceptions to this and they usually involve child drivers.

Is it cheaper to combine my car insurance with someone else?

It is usually cheaper to do a policy with other drivers/vehicles because of the multi-car discount but you have to be careful.  Make sure that all vehicles stay in the same address (as it appears on the policy).  A car in a different address could be considered outside of the policy contract and therefore impact coverage.  Also, if there is a really young driver or someone with a bad record, they could impact the rate of other drivers.  

Should the registration of a car be under the name of the driver?

Insurance companies typically offer you flexibility to insure cars that are either under your name or someone else…as long as the registered owner is listed or excluded. But beyond the insurance, you want to be careful with who is the registered owner of a car.  We have been advised that people that are legally responsible for a car are the driver and the owner.  So if a car driven by a child is under the parent's name…both could be responsible for an accident, or with other issues related to the car.  This is why it is often recommended that the usual driver of a vehicle be the registered owner as well.
